Go from this because it shows the words broken up and just try placing vowels in places i.e decide that you think 9 is o so write it our putting o's where the 9 is and see if that starts to look like it could say anything. If not try another letter.

Look for joining words too.- and, is, at, for, or, on, the - it will start to take shape quite quickly then :044:
